Study Design & Reporting

Authored the study design report for the grantor on the Pharmacist Model for Indigent Care Continuum. This project collaborates with Seton Hospital Network's pharmacy, Seton Community Clinics, and the Indigent Care Collaboration, to develop a more efficacious way to treat indigent patients other than the emergency department. A Pharmacist will enroll qualifying patients, engage clinical staff supports through the network of community clinics and apply patient management protocols. Measures for success will include reduced Emergency Department utilization and improved patient health outcomes and will be measured by Seton's network finance office and the ICC.

Development of a 1,200 participant Nursing Unit Retention Pilot with a nine-member team of human resource, organizational development, and nursing staff members. This included designing a method for identifying, evaluating and measuring qualitative data to create Nursing Staff Retention bundles. Team management, deployment of the logic model process to identify and integrate qualitative elements, designing the observational study, developing measurement criteria and reporting were core competencies used for this Seton (Ascension Health) project. Estimated ROI was based on the retention of 122 nursing staff members and estimated to exceed $600,000 over 12 months.

Research & Analysis

Pharmacy Value Creation - Developed an implementation plan and cost benefit analysis for a Robotic IV Drug Machine to improve patient safety and cut supply costs for the Network Director of Pharmacy. Total ROI for this project was $2.7 million over ten years.

Nurse Staffing Initiatives-Developed Proforma for Seton Nursing School, estimated ROI of $2.4 million over five years. Evidence Based Planning-Analyzed the Coumadin Clinic Performance at an urban trauma center to support expansion of services. Savings were based on a reduced incidence of hospitalization and emergency department use and were estimated at $290,000 over 12 months.

Health Policy

Authored health policy report on Medicaid Reforms in the United States for the Senior Vice President of Advocacy at Seton Health Network, division of Ascension Health. Analyzed the Deficit Reduction Act Implications for Medicaid in Texas for Senior Vice President of Advocacy, Seton Network Offices.
Planning: Researched and wrote A Strategic Plan for Development of a Wellness Center for Highline Community Hospital (an affiliate of Swedish Medical Center), Burien, Washington.

Team Formation & Project Management

Served as project coordinator and finance department liaison for a multi-disciplinary team at Seton Medical Center to evaluate treatment protocols for patient improvements and operational efficiencies. The team leader was the medical director and members included representatives from pharmacy, nursing, diagnostics and therapeutics, and the network finance office. Savings were created by changes in drug protocols in 2006 and exceeded $500,000. Areas of research included: cardiac devices, administration of total parenteral feeding, coumadin utilization, and various drug interventions.

Contract Negotiations

Substantial experience in the employee benefits industry including contract negotiations with insurers and managing health and welfare plans for self-funded plans. Winter is a Chartered Financial Consultant and Chartered Life Underwriter, designations granted by national exams through the American College of Financial Service Professionals. She is currently licensed in Washington for life and health insurance. In addition to her expertise in insurance, she is also facile at negotiations with vendors. Her attention to detail, resourcefulness, and knowledge in negotiations assure success for her clients.
